The Terms of Reference is a legal document as an Appendix is included in the contract, concluded between the customer and the contractor for performing the design work and is its foundation: defines the order and conditions of work, including the purpose, objectives, principles, expectations and deadlines. It should be objective criteria by which one can determine whether a particular item of work is done or not. Any changes or amendments of the Terms of Reference shall be obligatorily agreed with the customer and shall be approved by it.
